League of Legends 2021 Preseason Patch 10.23 is just around the corner with new items, adjusted runes, removal of division promos, champion changes, and much more.
League of Legends Season 10 is coming to an end after twenty-two patches on November 10th. And in order to prepare for Season 11, Riot has revealed their plans for the upcoming preseason. Just like every other preseason, the 2021 preseason is also going to have some meta defining updates and changes.
The main spotlight of the 2021 preseason is the introduction of the new item class Mythic and Legendary items. In addition to that, Riot is also removing some common items that players are currently using while giving some major changes to the jungle items. Here’s everything you need to know about the League of Legends 2021 Preseason Patch 10.23.
Preseason Patch 10.23 Release Date
According to Riot Games, Season 10 Ranked season is going to end on Tuesday, November 10th, 2020 at 12:01 AM in local server time. However, Master and above will lock on November 9th, 11:45 PM.
And with the end of Season 10 Ranked, Preseason Patch 10.23 is going to release on November 11th.
Item System Overhaul
A couple of months earlier Riot Games announced that “Preseason 2021’s gameplay changes will focus on a fully upgraded shop interface and a top to bottom rework of the item system.” And following up on the goals, Riot has unveiled the new Mythic items for different champion class, added new Legendary and Epic items.
Mythic Items
Regarding the new Mythic items, Riot said “Mythic Items are the cornerstone of your builds, with big effects that define your playstyle from game to game.” Riot Scruffy also stated the new Mythic Items as “very powerful” and will “shape build and add unique stats to your other items.”
For the season 11 preseason, there will be a total of 23 Mythic Items in League of Legends. Here are all the Mythic Items for different champion class:
Legendary Items
According to Riot Scruffy, there will be 13 new, 28 reworked Legendary Items in the 2021 preseason along with 9 Epic items. However, with all the new items coming in, Riot will also remove some Legendary Items to balance the “too heavily overlapping.”

Cooldown Reduction reworked to Ability Haste
“We’re reworking CDR to enable more flexibility in how we use the stat and create clearer build choices, while still filling the purpose of letting you cast abilities more often,” Riot Games on reworking Cooldown Reduction to Ability Haste.
On the Cooldown Reduction, 10% CDR meant 11% more casts, 40% CDR is 66% more casts, and 50% CDR is 100% more casts. But in Ability Haste, it will be a linear power scaling model. This means from the preseason, 10 Ability Haste will be 10% more abilities cast, 20 will be 20% more, and so on.
New Jungle Change in Preseason
From the season 11 preseason, Jungle items upgrade will be entirely free. “We’re applying the same treatment to junglers: Jungle items will be a starting item that requires no additional investment,” Riot Games said.

One of the most notable jungle changes is Gromp will now provide heal and mana to its killer instead of Scuttle Crab.

Preseason Rune Changes
Riot is going to adjust 8 runes in the 2021 preseason. Here are the rune changes you need to know:
Conqueror
- Adaptive force per stack: 1.7 – 4.2 (levels 1 to 18), 20.4 to 50.4 at max stacks to 2 to 5 (levels 1 to18), 24 to 60 at max stacks
- Healing at max stacks: 15 percent (8 percent for ranged champions) to 9 percent (6 percent for ranged champions)
Legend: Bloodline
- Maximum legend stacks: 20 stacks (12 percent life steal) to 15 stacks (9 percent life steal)
Ravenous Hunter
- Healing: Heal for 1.5 percent (+2.5 percent per Bounty Hunter stack) of the damage dealt by your abilities, on-hit effects and items to 1 percent Omnivamp (+2 percent per Bounter Hunter stack)
Presence of Mind
- Effect: After a 1-second delay, champion takedowns restore 20 percent of your maximum mana or energy and increase maximum mana by 100 or maximum energy by 10, stacking up to 5 times (max +500 mana or +50 energy) to Damaging an enemy champion increases your mana regeneration by 1.5 to 11 (levels 1 to 18) (80 percent for ranged) mana per second for 4 seconds. Energy users gain 1.5 energy per second instead. Takedowns restore 15 percent of your maximum mana or energy
Transcendence
- Effect: Gain 10 percent CDR when you reach level 10. Each percent of CDR exceeding the CDR limit is converted to an adaptive bonus to Gain bonuses upon reaching the following levels: Level 5: +5 ability haste; Level 8 :: +5 ability haste; Level 11 :: On champion takedown, reduce the remaining cooldown of basic abilities by 20 percent
Cosmic Insight
- Cooldown reduction: No longer increases your CDR cap or grants CDR
- Item haste: 5 percent active item CDR to 10 item haste (applies to all item cooldowns)
- Summoner Spell haste: 5 percent summoner spell CDR to 15 summoner spell haste
Ingenious Hunter
- Ingenuity: Reduce the cooldown of item actives by 15 percent (+5 percent per Bounty Hunter stack) to Gain 10 item haste (+5 per Bounty Hunter stack). Item haste affects ALL item cooldowns, not just actives
Ability Haste rune stat
- Stat gain: +1 to 10 percent CDR (levels 1 to 18) to 8 ability haste
Time Warp
- Pace yourself: No longer puts the consumable on a short cooldown. If consumables are stacked, the instant restoration is applied after the duration of the initial consumable ends
Critical Strike Change
Reducing the value of each point of critical strike chance and offering less of it per item allows us to smooth out marksman’s build scaling and put more interesting-and powerful-unique effects on their items. They’ll be stronger early- and mid-game and their late-game damage will be less unilaterally based on constant crits since the other parts of their items will be more influential. Also, by spreading crit across five items (read: every non-boots slot) in marksman builds, we can put crit chance on more items because marksmen no longer run the risk of overcapping and losing access to items they otherwise would’ve wanted.
- CRIT CHANCE ON LEGENDARY/MYTHIC ITEMS 25% (4 items to max) ⇒ 20% (5 items to max)
- BASE CRITICAL STRIKE DAMAGE 200% ⇒ 175%

Vamp Effects
The big change here is that life steal now counts physical damage dealt by on-hit effects-since the idea is “heal from your attacks,” it’s more understandable if we include the whole attack. The other note is the addition of “physical vamp,” (which currently exists just on Sanguine Blade) so its sustain can apply to assassins’ abilities too. If you’re curious whether that means we’ll eventually bring back spell vamp, the answer is “maybe!”
LIFE STEAL Heal from physical damage dealt by basic attacks. Now includes on-hit effects. Updated Item Shop
“The Recommended Page has been completely remade to better support our new recommendation system,” Mark Yetter on the new item shop. “This system will take into account a full tree of what your champion could build based on high-level player data and serve up viable item choices.”
Riot Games also confirmed that there will be 100% new item icons in the shop while the Mythic items are having animated icons. The new updated Item Shop is going to have a better item recommendation and some other sorting options as well. New features are:

Preseason Ranked Changes
For the upcoming preseason, Riot is bringing in some major changes to the League of Legends Ranked system. Here are the Preseason Ranked Changes:

- Ranked Seeding
Furthermore, League players will be able to Surrender after 10 minutes if there is an AFK in the team later into the preseason.
Buffs, Nerfs, and Balance Change for Preseason Patch 10.23
“It’s a big preseason, so much is changing that we don’t have our typical champion buffs and nerfs,” Riot on the preseason patch 10.23. However, they are adjusting 13 champions for the new item system and 30 champions are getting their mana pool adjusted.
